This refers to an organization or a social environment that encourages and makes possible initiatives and innovations.

It should be emphasized that innovations and initiatives are the distinguishing qualities of an entrepreneur.

An organization with an enterprise culture is usually more competitive and more profitable than a bureaucracy. Such an organization is believed to be more rewarding and stimulating to work.

It follows then that any society with an enterprise culture facilities individuality and requires people to take responsibility for their own welfare.

The recent efforts of the government to commercialize some private utilities through the Private Public Partnership is a pointed act of promoting enterprise culture by making government enterprises which where hitherto bureaucratic in nature more innovative and profit oriented.
